Overview
This position is the leader of the fiscal operations of the South Central Workforce Development Board (SCPa Works) and its related programs. This position is key in establishing, managing and holding others accountable for the management of workforce development funds, program grants, PA CareerLink® operating budgets, internal controls, and fiscal operations. This position often serves as the lead for various SCPa Works projects and works closely with other leadership team members in the workforce development board and a number of third parties that facilitate and lead SCPa Works’ various programs.

The Southern Alleghenies Local Management Committee Seeks Proposals for Operation of EARN Program (RFP)

The Southern Alleghenies Planning and Development Commission (SAPDC), on behalf of the Southern Alleghenies Local Management Committee (LMC) is issuing this request for proposals (RFP) for operation of the Employment, Advancement, and Retention Network (EARN) programs located in the Southern Alleghenies region.

The Pennsylvania Department of Human Services requires that EARN job placement and retention services are offered in each county. SAP&DC receives funding for the counties of Bedford, Blair, Cambria, Fulton, Huntingdon, and Somerset Counties.  This RFP solicits providers of EARN services to include job search and job readiness instruction as well as work experience, credentialing, and job retention.  Eligible organizations are encouraged to submit proposals.  To download the RFP and manual, please go to http://www.sapdc.org/about/RFPs.

The Position
The Chief Executive Officer is a preeminent champion for businesses and job seekers with the entrepreneurial spirit necessary to lead, inspire, convene, engage, and deliver results on behalf of the P4W Board of Directors and in compliance with the Workforce Innovation and Opportunity Act (WIOA).

The Chief Executive Officer is the chief administrator who provides day- to-day leadership and demonstrates the ability to develop, articulate, and communicate the vision of the Board and Local Elected Officials. The individual is a dynamic and strategic thinker with strong financial and political acumen able to see the big picture to continue to advance the mission of P4W.

This position reports to the Executive Committee of the Board of Partner4Work.
