Work for Young People in America’s Dynamic Labor Market
Workforce development professionals operate in an increasingly challenging labor market. Years since the end of the Great Recession, young adults, and particularly young adults of color, still struggle to find work. And too many jobs don’t pay enough to live on. In this context, many workforce professionals are looking for new approaches. Amy will discuss the labor market for young adults in Pennsylvania from a job quality perspective, offering a high-level view of current and projected employment, tools you can use for practical labor market exploration locally, and insights from new approaches to programming she’s seeing community-based leaders developing around the US.

This publication describes an approach and tools to guide on-the-ground research to learn about occupations that are important to opportunity youth. It addresses questions around the future of work with a practical frame based on exploring the question: What’s changing now?

These publications describe “now job” strategies that build a step of interim employment into the continuum of workforce development services that prepare young adults for longer-term career opportunities. Effective “now job” strategies require having conversations with businesses that start with questions about workplace practices and opportunity rather than focusing mainly on a business’ hiring needs.             

Cost of turnover tool
Retail, an important industry for young people, is known for high turnover that is hard on front-line staff, managers, and the bottom line. This tool is intended to be used between a workforce development professional and a store manager to discuss the different ways that turnover impacts negatively in a retail environment. The purpose is to prompt conversations about strategies for reducing turnover—which in many cases involve addressing scheduling, engagement, supervision, training, and wages.

Reimagine employer engagement: A toolkit for providers
This on-line toolkit was developed by a collaboration of workforce development agencies in Chicago. It includes a variety of tools and tips for learning about a local labor market and engaging with employers.

Question bank for workforce service providers
This is a tool to help workforce development professionals craft learning-focused conversations with retail business representatives, such as store managers and human resources professionals. The Bank includes questions to help understand a business and its workforce, employee engagement, development and advancement in a firm, and compensation and scheduling practices. It’s focused on retail, but the approach and many questions are relevant for discussions with business representatives in a wide range of businesses.
